The adjustment screws/nuts should be located either on the top of the headlamp assembly, behind the headlamp assembly, or near the frame rail by the radiator support.

You will have vertical adjustment screws for each independent beam (separate highs and separate lows, but will be same screw if highs and lows are the same bulb). You may also have additional horizontal adjustment screws as well

Park your car on a level ground 30 feet from a wall and measure the height from the ground to the bulb and mark on a wall (do this for highs beams and low beams if the bulbs are separate, if highs and lows are the same bulb, only do it for the lows)

For Low Beams: If the headlights read VOR, then aim the brightest part or cutoff part just below the mark on the wall. If it says VOL or nothing, aim them 2 inches below the mark on the wall.

For High Beams (if separate from low beams): Aim the headlight directly at the line you marked on the wall.

sounds like there is a broken wire. the only advise i can give you is to follow the hot wire for that light untill you find the break in the wire.

Check the fuse box where you find the relay and pull a similar relay from a known operating device like the headlights relay. Then put the relay to test in that socket and try the lights. If they work smoothly the relay is OK!

How to change the bulb in 1999 RAV-4

Instructions
    • Open the RAV4's hood and locate the headlight bulbs plugging into the rear of the headlight assemblies. Each assembly has two bulbs, one outer and one inner. Unplug the wiring harness from the rear of the burnt-out headlight, by pressing the locking button and pulling down on the harness.
    • 2Grab the rear of the bulb and rotate the bulb about a quarter turn counterclockwise to unlock it. Pull the bulb from the headlight assembly.

    • Grab a new 9005 (high beam) or 9006 (low beam) bulb by its plastic base. Insert the bulb in the rear of the headlight assembly, lining up the tabs on the bulb with the notches in the headlight assembly, and twist it clockwise to lock the bulb in place. Do not touch the glass part of the headlight bulb, as the oils from your hands can cause the bulb to fail prematurely.
    • 4Plug the wiring harness into the receptacle on the rear of the bulb

1998 toyota rav 4. Right side low beam headlight doesn't work. Hi beam on that side does. Checked fuses, they appear OK, and tried 2 other headlights. Left side hi and low working fine.
