Keep your freezer to the mid point, and your ref to mid.
Wait 24hrs for results. If your refrigerator is still freezing, you may need a new thermostat. Get the model number, and go to searspartsdirect.com and look up the thermostat. Sometimes it's also referred as cold control.

If you can't turn the water flow off, it's probably a leaking rubber washer inside the tap (easy to fix..) If the tap won;t turn .. it is probably corroded inside

IF it is running now: Check the "coils" along the bottom or back, and dust them off with canned air. Check the seal along the door, it may have been sprung by opening all the way too many times. To check the seal, take a note card (or business card) and place it in spots between the seal and frame for the cooler. IF it is not running or running very loud: Unplug the unit and let it warm up to room temp (transfer the wine into several good cooler boxes first...) and then leave it for several hours, then start it up again, this should help.
