Fixya does not have access to or any authority to issue documents of that type or anything else that is controlled by local authority government
try googling who issues ***** certificates in your area
Certified ***** certificates are issued to anyone who has the fee required to prove that the person has been registered as legally dead for legal or financial purposes
the issue of the certificate doesn't need your permission as the record belongs to the state (county ,state ,country ) authority and is available to anyone who asks

Not aware of the 100% solution and never faced such problem too.. but try updating / re-installing the firmware.

Usually certificate errors is cause by an incorrect time and date settings. Check your time and date settings and make sure that the correct timezone and time and date settings are set.

This file is a Win32 executable zip file. Run it on your PC. You'll be prompted to unzip the contents. You'll notice that it will generate a number of files in the directory you have specified. One of them is 'SpAddCert.exe'. Copy only this file to your PPC device. There, create a folder named 'Storage' in the root of the device (not in the storage card!), and copy your certificate(s) - .cer files - to it, since it's the only place where SpAddCert searches for certificates. Run SpAddCert on your device and follow the prompts. After installing your cetificate(s), restart your device.

your problem can solved by set your time and date of your pc so your date and time is up to date, you can set them by double click time icon under the top corner your desktop, set your date and time up to date, Fix Ya

Try uninstalling and reinstalling your windows media player software. If you have a card inserted on your player it would normally do that refresh database. If not try updating the firmware of the player.
