Got a wirless router from family and can't get it up and running

Need first to install the program for that printer.

I've never seen cinder block affect wireless signal before. Metal pipes and ducts can interfere as can electromagnetic interference from appliances and ungrounded wires.

If possible, moving it to a location higher up, like a second floor of the home, could help broaden the range. Also, check to make sure that that there aren't any wires grounding out on places they shouldn't be (pipes and ducts).

Aside from purchasing expensive external antennae, moving the router through trial and error is probably your best bet.

it sounds like its a driver issue wiht the ethernet card u can ad a wirless divice if you have a wirless router and then simply use that to update the driver for the ethernet card or if its a new pc then take it back and demand they fix it hope this help

Sounds like the router may need a firmware update as the DHCP service is failing to run correctly.

You can however just use a static ip address.
First of all find out the network address in use.
eg. 192.168.0.1 - 192.168.1.1 - 192.168.2.1
to find out, - start menu - run - cmd - ok - ipconfig

Is the DHCP turned on?
Is there LAN connectivity between desktop and laptops?
