Unprogrammed channels will have a constant tone. It is possible your radio is unprogrammed. A dead battery tone is only for a moment, and is usually a medium tone then a low tone, sounding somewhat like beeedeeep.
The MTX9000 is dealer programmable using Motorola proprietary software. Generally you can have an MTX programmed for between $25-$40 US. You will need to provide the frequencies you are needing in the radio to the dealer, or bring a radio you are wanting to match with you.
The MTX8000 radio is programmable using a the appropriate cable, RIB (radio interface box), and Motorola RSS (radio service software). The hardware you can purchase through a Motorola dealer or an online auction site. The software is by subscription, and is owned by Motorola. You will get a constant tone on any channel that isn't programmed. it sounds like the previous user ha a freq programmed on channel 1. Channel 11 is strange, but possible. Usually guys program these radios in order.... they don't put 2 freqs in soo far apart from each other..... I would expect channel 1 AND 2 to have freq programmed in them.... but channel 1 an channel 11 is strange... but possible.
Anytime you don't fill up all the channels on these radios (commercial radios in general) you will get a constant tone on the channels that don't have anything programmed in them.
Program the radio and your good to go. If you don't program freqs into al the available channels, expect to hear that "constant tone" on any unprogrammed channels.
The channels that you hear a tone on do not have a freq programmed into it. Its normal.
