Hello there,
There are probably multiple programs that run on start up that is causing your system to work hard. To resolve this issue, click on the start button and search for "msconfig." Open up Msconfig.exe and head over to the Startup tab. Uncheck anything that you do not immediately need and restart the computer. This should resolve the issue.

Another tip
If the CPU's are at 100% this does not actually present a problem unless they stay maxed out at 100% which can cause performance issues. Your computer should use all available resources to load programs as fast as possible and this may lead to a temporary spike in your CPU utilization.
As pointed out, you can possible reduce this by disabling some programs from start up.

Does it max out and stay max out? Or only when it first wakes up?
Only when it wakes up then it goes back to normal. I forgot to mention I have 8gb of memory. So I'm ok there. Also a huge hard drive.
