SOURCE: drill chuck locked up
Your problem is with the screw holding the chuck onto the shaft. That screw if a reverse thread and needs to be tightened in reverse direction.

If the jaws are open enough to get a screwdriver down through the center so that you can remove the retaining screw then you are in luck,just take it out and then put a pair of vise grips on the chuck and with the chuck pointed away from you and the vise grips to the right,hit the vise grips downward quickly to release it.It should then just spin off by hand.If you can't get at the retaining screw then put lots of penetrating oil around the jaws and after a short time tap them in until they are even and then they should open,give it a try,you've got nothing to loose!

Usually answered in minutes!
Problem has been solved by hitting the teeth of the chuck with a hammer. The teeth immediately freed up and I could unlock the bit by hand.
