Check the D-pad on the guitar. Sometimes it can get stuck slightly and can count for accidental strumming. Also be sure to keep the button pressed firmly when playing chords. It is very sensitive to touch.
If you got the Rock Band 2 guitar then you'll have the same problem as with the Guitar Hero: World Tour controllers. There seems to be a large number of faulty controllers. It is best just to take the controller back to the shop you purchased the game from and get a replacement controller. If you are feeling brave, you can take the faceplate off the controller and open it up to have a look at the connections on the strum bar, but you will void the warranty if you do. You can use the D-pad in the mean time to strum.
Play the tutorial before playing the game. It'll tell you how to play the game. If there is still no sound, it is possible that the strum bar on the guitar is broken, and you will need to have it replaced. You can use the D-pad on the guitar as an alternative to the strum bar, just to see if the guitar works.
Verify that your guitar is connected to the PS3 by looking for the red indicator light above the strum bar.
If the indicator light is not lit please refer to the following page for directions on how to sync your guitar to the console.
Try disconnecting and reconnecting the wireless dongle, then restarting the system.
If the buttons are not functioning in the game or behaving oddly please press the lever on the back of the guitar at the base of the neck and remove the neck from the guitar. Then plug the neck back into the guitar.
Check to see if the guitar button in question is functioning in the Playstation 3 XMB (the strum bar should scroll you up and down, the fret buttons act like the buttons on the controller and are labeled on the side of the neck, etc)
If the strum bar is registering extra hits try keeping a finger on the strum bar while playing the game instead of flicking it with your fingers/hand.
Try replacing the batteries in the guitar.

Go to the redoctane website and start a RMA warranty replacement process. You can find the site by typing: http://www.guitarhero.com . Click on the Guitar Hero World Tour site. Then click on support. it should direct you to redoctane's site who manufactures the units. There has been a rash of bad strum bars on the World Tour game. It took almost 2 months to get my new guitar from them. But it was worth the wait! The new guitar is sooo awesome! Good Luck! If it has been over 90 days, you have went over the warranty period.
