If the light is red, it means WiiConnect24 is turned off. Green means the system is turned on and it's normal for the Wii to whirr a bit when it's initially turned on.
Completely power down your system by pressing the power button for 10 seconds. If that doesn't work, unplug the AC Adapter from the Wii for a moment, then plug it back in.
That said, Nintendo recommends calling them if this doesn't fix your problem. Hope this helps.

I did a bit more research for you and came across a few more steps you can try to resolve your problem:
The first thing to determine is to turn your speakers up and turn on the Wii. Turn on your Wii Remote too and press the A Button. If you hear some sound in the background then that narrows it down to a video problem.
Second, check the pins in the back of the Wii, where the power cable plugs in. If they're bent, that could be a cause to your Wii not receiving a picture.
Third, make sure you TV is on the right input. If you're using component cables make sure you're display is set to component. If you're just using AV Cables, make sure it's not set to component.
I would also suggest going up to a place like Future Shop or Best Buy. Purchase some component cables for the Wii and save the receipt. If it doesn't work, take them back and get your money back. If they work, then the problem was with the wiring. If they don't work, there's something wrong internally and you need to get your Wii serviced. You can call Nintendo for assistance in sending your Wii in for repairs.
