I have a philips magnavox tp3285ci 32". When I turn on, the screen has the grey lines and then the tv cuts off. Help!

The grey lines you describe, sound like retrace lines. There will be a problem in either the screen voltage drive stages, or possibly power supply regulation causing this. If the set had a "horizontal IC" problem?? you would not get much on the screen at all as the horizontal(flyback) stages would not be operating. You need to be at least scanning to get the lines across the screen you mention. The set is shutting down to prevent any damage occurring. This repair will take a TV tech to solve for you, and as the replacement cost,and age of the set, at least 7-8 years... repairs could be considered uneconomic if costs were to exceed $150. Get a free quote from a repair guy near to you.

Anyshop would take this under coinsignment as a bad Horizontal IC

But do not shoot the messenger, its going to need a shop, I would not recommend you opening this unit and risk a fatel shock or Death. Just the flyback transformer alone could kill you. Not to sound harsh but please understand, I do not want fixya to be on the late night news that it gave someone a solution that could have caused injury or death, if your not experienced take it to a shop. You cost if it is a IC witch it sounds like to me your looking $75-$100 parts and labor.

Horizontal IC ????? where it is located in this tv circuit board? If Horizontal IC got bad, why does tv show gray lines before to cut-off? any info about that mr. tv expert.
