Hi Greg,
It appears that your ROM has been corrupted. This can be remedied by re-flashing a new ROM to your device.
The ROM is the operating system that your phone uses. My suggestion would be to flash the original ROM from the Manufacturer, then if you want to customize it, you can go to XDA and flash one of their ROMs.
If you are using ATT or Cingular in the US, then the ROM located at this link is the most current one for your phone:

If you are not with Cingular, or not in the US, then go to the HTC site and select your country, then search for the current ROM for your country.

Also, on some occasions, the ROM will be provided by your Service Provider, so you may need to check their Support Site.
If you'd like to experiment with custom ROMs, I'd suggest you go to the following site, "XDA-Developers", and do some reading and downloading. These guys are VERY smart, and helpful. They can help you with any questions you might have regarding your HTC Tilt, including flashing, repairs, customizing, etc...

To flash a rom, you must connect your phone to your Windows XP computer using the USB cable, then run the ROM update program. The program will confirm with you that you'd like to flash your phone, go ahead and accept. Follow the directions on the Flash program, and when finished, you should get a Flash Successful Message. If not, then the XDA site will be of more help than I can be here. If successful, the phone should restart and you will have a working phone again.
If it does not work, don't give up. The fact that you see the Tri-Color screen means you have a good chance of getting it working again.
