Frigidaire Air conditioner: fas296n2a2 Compressor never runs or runs silently... No cooling. looking for proper check for functional parts (thermostat never sending "start" control signal? Compressor not responding to start signal? Stuck "5 minute timer" not allowing compressor to ever start?). unit is 3 years old. Capacitor replaced last year. It helped with a similar problem at that time. Capacitor replaced yesterday but no change in function. I can not hear a "hum" or "click" when unit should begin cooling. Unit appears to be mostly solid state with no moving parts in control panel. Ribbon cable (6 - 10 wires approx) connects control panel to... Not certain Power distribution board?
Do you have an amp meter? and volt meter. Are you sure that the compressor is getting power? The click may simply be a relay closing but no power. Check both sided of the relay. You will need to trace the power and make sure that the compressor is getting power. Then check the amps to see how much power it's pulling.

I understand that the compressor continues to run after your Frigidaire air conditioner has turned off. From that information it sounds like there could be a possible issue within your control panel or relay. I would recommend a reset on the appliance, to perform a reset unplug the power cord you will see a test button, push that button and you will hear a click. You would then press the reset button you will hear a click again signifying that the appliance has been reset. Then plug your air conditioner back in.
