This pump is 9 years old I have had the seal changed twice. The problem now is on the wet pump end the plastic housing has a leak on the bottom side. I would like to know can I just change this part of the pump and How do I do this? or would it be better if I bought a new pump to replace the exsiting one as the old one is 9 years old.

There is a seal in there that a local pump repair shop can fix for about $30 - $50 with parts and labor. Waterway pumps use a 1000 seal that is not a seal the homeowner is usually successful at replacing themselves.

Is there a type of resistor on the motor? Or anything between the wire and the motor? If not, then disconnect the speed selector switch, hook an ohmmeter up to it on the rx1 position and test the switch in all positions. If you don't get a reading on high, then the swith is bad, If you do get a good reading on high, then the pump could be bad.
You can also test the pump as well.

Thank you for posting your question here on Fixya.com. It is likely one or both units have seized up over time without any use. You will likely need to have both pumps rebuilt in order to get them working again assuming they are salvageable. Start with mechanical inspections of both units. Can you turn the motor shaft by hand? If not, and I suspect you won't, the bearings need replacing and perhaps more damage will be present. If you can, look into the capacitor(s) on either motor or work from their looking for electrical issues.
