it seens like you have some software like a antivirus who's bloking you from internet. if this problem ocured not long ago. i will recomend to to a system restore from a date when your pc was working fine.
if you are running windows xp , click on start, all programs, accessories, system tools and then click on SYTEM RESTORE. follow the instruction on screen and it will be IT.

if the software is a virus o spyware o malware you need to install, a new antivirus up to date.

in the worsk case you will need to save all your data , picture music and al the stuff you want to keep and RESTORE your computer from FACTORY SETTINGS from the cd provided with your laptop, o see manual to reinstall windows if you laptop does not have a disk.

If you dont have an old antivirus, which antivirus program are you trying to instal? what happens when u trying to instal it? where in the process stops the instalation?
