You will need to remove the cover and locate the jumper that controls your BIOS setting. (Sometimes located near the back of the server board by the power supply. Check your owners manual for exact location.)
Move the jumper the BIOS reset, power on your server and follow the onscreen instructions. When complete, move the BIOS jumper back to regular position (1 and 2) and reboot.

Did you disassemble the heat-sink and processor? If you did, did you replace the thermal paste before putting back the heat-sink? did you make sure that the heat-sink touches and locks properly with the processor?
These are the things you need to check if it shuts down within 2 sec without any beep codes. This is a system built-in protection for the processor to avoid being burnt from overheat.
You might also want to check for any non-functioning fans and anything that can relate to "heat problems".

Depending on what caused the power outage, you may need to replace the power supply in the server. When outage happen and the power is restore. a power surge can destroy power supplies, especially if not connected to an UPS unit.

This should be a power cage problem. If server didn't get enough power from the power supply it will stop suddenly when power on server . Your complaint seems to be the same . Replacing the power cage will fix the issue

Please re fix the server ram modules and unplug all pci cards . Now power on the server .
If it works remove the complaint pci card .

it only ur fan problem which one of the four fan or two ,might be stuck or jammed which starts after of couple of restarts, so i sugest u to check the fans when in operation
