The battery is very likely BAD (has high internal resistance)! Can you take the battery OUT, and run with ONLY the charge cable attached? Does that make any difference in performance?
The USB connection for this camcorder only allows still image transfers. To transfer video you will need a DV cable (JVC VC-VDV206U or VC-VDV204U depending on the type of DV connector on the PC - 4 or 6 pins)
Please check your drivers are on the PC for your camera so the PC can see your camera connect to it, when you plug your camera into the PC USB slot you should see a message come up near the bottom right-hand corner telling you your connection has been made, if not then your camera driver is either missing or damaged, go to camera makers site and download driver again.
