In the take picture mode, press the button that has an image of the flash on it (the top of the circle) on the right, and keep pressing it until you've selected the image that shows the flash crossed out.

You can't do it in Auto mode, but you can in any of the other modes. Recommend Program "P" mode, which is almost Auto, but allows you to turn on/off flash, and change a few other items. Select P on your mode dial, the press the "lightning bolt" button on the back of your camera until the no-flash icon appears (lightning with a slash through it).
By the way, recommend playing with the P mode as it's great for taking low-light pictures without flash. But note that you may need to keep the camera extra steady to prevent blurred pictures. In very low-light conditions, the camera will sense this and open the shutter for a longer period to bring in more light. Any movement while the shutter is open will just create blur.

For your camera, there's a tiny white slide switch on the battery door that closes when the door is closed. Make sure that the switch isn't damaged. Also check the little plastic nib on the battery door that pushes on the switch when the door is closed.

The E18 error is fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension.

Here's some things that you can do to try to correct it. They only seem to work for about 50% of lens errors, but they're worth a try:
