I have a Tasco Luminova 40-114675 and i cant figure it out. I bought it at a garage sale and it didnt come with a manual and i dont know how to use it. i cant see anything out of it

You can get a manual on this web site:
http://www.tasco.com/pages/instruction-manuals/

This is a reflector style telescope. with mirrors-- probably on an equatorial mount which needs to be polar aligned in order to be used. Read this:

I inherited a blue Skywatcher telescope about 4 years ago without instructions . it has D = 70mm and F = 900 mm printed on the side . it came with two eye peices and extender and a 45 Degree 'erecting...

Any manual for a 70mm (refractor?) style telescope will show you how to set this up. You never said what type of mount the scope is on-- Altitude-Azimuth, up down left right--- or an equatorial mount??

Anyway Meade has manuals for all of their telescopes available for free download. Go to the Meade site listed below and look under the REFRACTOR heading (or the 4.5 inch REFLECTOR) heading for one that is similar to your scope. They are all assembled and used in a similar fashion.

http://www.meade.com/manuals/index.html

and look at my TIPS on my profile page-- and read this web site-- to learn about the types of telescopes and mounts:

No manual for telescope

You will not find a manual for this telescope. It is imported from overseas,

Here is a PICTURE of the telescope setup-
http://www.binoculars-uk.co.uk/acatalog/Farvision_300_70_series.html

This is a very small refractor style telescope. The 60mm aperture is about the same size as a pair of 10x50mm binoculars. The binoculars would have been better for Astronomy than the small scope, since the binoculars have a wider field of view.

Instructions?

The little tube is the FINDER scope which you line up with the main tube and use to POINT the telescope.

You have a simple refractor. Read these:

I need a manual for optisan star 1000114II telescope

This appears to be a Newtonian style telescope on an equatorial mount-- they all work and assemble pretty much the same.

Look around the Meade manual web site for a similar assembly manual-- probably this one--
