My camera's lens is stuck open.

My camera ran out of batteries while it was on and I out new batteries in but now it won't turn on. Yes, the batteries are working.

I'm sure the batteries are in the right way. The light went on, but the lens wouldn't retract and the screen stayed black.

Double check you put in the batteries in the correct direction. This has happened to me before and usually when new batteries are put in, just push the on/off button again and it will close lens and go back to off position.

ok now you have to do a reset.
    1. you can take batteries out and hold down the off/on button for a good 15 seconds (this discharges the battery) or just wait a minute. then put battery back in and try turn on again. this probably won't work.
    2. most sony camera's have a reset button on the bottom. push this and turn it on again. you will have to reset all your setting like time, date etc.

actually your reset button is behind the back panel.

My olympus tg 310 is stuck with the lens open and won't come on at all even when a fresh battery is installed

If the camera is within warranty, return it to where you bought it. Common fault with a few different brands, to do with a lens open sensor within the lens assembly itself. Maybe allow the camera to dischage without the battery for a few hours and see does it power on with a new battery. Also chack the battery, if it has bubbled it a dud, and check the battery contacts within the battery compartment.

Casio exilim EX-S10 wont turn on and lens stuck out

Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...Here are some troubleshooting steps that you can try that may (or may not) correct it. They only seem to work for less than 40% of the lens errors, but if the camera is out of warranty (or repair cost approaches that of the camera), they're worth that try. Some of the later steps do involve some risk to the camera, so carefully weigh your options before deciding to conduct them.
And here is a video summary of the steps:

Camera is stuck with lens out and won't turn on or

If this camera takes ordinary batteries you may have inserted them the wrong way around.
If it takes a rechargeable pack recharge it for average time recommended and try again.

My digital camera has a lens error

Try one of these two fixes, if they dont work for you follow the link below for further troubleshooting.

http://camerarepair.blogspot.com/2007/12/fixing-lens-error-on-digital-camera.html

Fix #1: Remove the batteries from the camera, wait a few minutes. Put a fresh set of batteries back in (preferably rechargeable NiMH 2500mah or better) and turn the camera on. If that didn't work, try pressing and holding the Function or OK button while turning the camera on.
Fix #2: If the camera's batteries ran down completely while the its lens was still open, the camera may show a lens error or not start properly when new batteries are installed. Remove the memory card and keep it removed, then install the new batteries. When you turn the camera on with the card removed it may come back to life, as this triggers a reset in some cameras. Error E30 (for older Canon's) means that you don't have a memory card installed, so turn it off, slip in the SD card and turn it on one last time
