When i turn on my ibm thinkpad it says critical low battery then shuts down. One suggestion was to diconnect the watch battery inside for 10 seconds I did this and now it doesn't even get to the battery message!

Try taking the battery out completely(main laptop battery) and plug it in to see if it will boot up that way. if it does then you need to replace the battery. if not then your charger itself is probably bad.

WHEN I START MY IBM THINKPAD A31, I SHOWS THE IBM SIGN AND THEN IT SAYS 0190: CRITICAL LOW BATTERY ERROR SEE IF YOU COULD HELP ME. THAN.
Yeah it's a pretty common problem with certain ThinkPads.

Ibm think pad r32 0196 critical low-battery error will boot up then turns it self of
Fail safe in the battery has engaged. See if the computer will start without the battery, using just the power supply. If you can get it started then put the battery in and see if it will charge or reset the fail safe. Give it about an hour, then shut it completely down and restart it with the battery in. If it won't start at this point, then you will need a new battery. Also change the CMOS battery inside the computer

I recently replace the fan in my IBM Thinkpad R52. Ever since, when using the power cord it suddenly shuts down after booting for about 10 seconds. But if I use the battery it boots fine.
I would open the case back up to make sure nothing else got moved around when you installed the new fan. If it was close to where power plugs into the laptop, you might have knocked something loose that could be either stopping the fan and causing heat to shut you down, or causing a short when the fan varies its speed.

You should charge the battery longer about four hours. Then the light should be green. Try. If that don't work disconnect the battery and check for anything. Connect your battery again and take a look. If it still isn't functioning please let me know.

This is a common problem with the T20 series Thinkpad. The problem is with the power management chip. Unfortunately, you will have to replace the motherboard to fix it. Since these are a bit on the older side, you can get a motherboard off Ebay at a reasonable price.
