Dell laptop latitude d520 wont bootup(Windows XP) ,When I turn it on, it comes to a screen that says Dell in the middle, with F2 for setup or F12 for boot up. If I don't hit either button, the screen goes away after about 5 seconds and going blank screen followed by blue screen for 1 sec..... again the same repitition.....same loop. How to resolve this issue?

Your hard drive is shot. It's time to either put in a new one, or take it to a repair shop.

Have a dell latitude D620 that is password protected in such a way as to prevent even the F2 and F12 keys to function. Can you supply a way around this please

You may have a USB keyboard that is not recognized by the BIOS on powerup, but is later recognized by Windows when that starts running. Try connecting a keyboard with a PS2 connector, enter F2 on startup and set the BIOS to enable USB devices in BIOS. If this still doesn't work, then keep a PS2 keyboard around in case you ever need to activate F2 or F12.

Have you tried an external monitor to see if the screen is faulty?
The fact that the DELL screen comes on shows that the bios is running. Try pressing F2 to get into the bios and reset to defaults.

Dell laptop says erra operating system

F12 gets you one-time boot options, F2 gets you into setup. If you get an operating system error booting to the hard drive then try changing first boot to the CD/DVD using your Windows disk. What you do then depends on whether there are files you really need to save or if you want to reinstall the operating system. You are welcome to ask again if you need more help. ~Steve
