Screen wobbly - Gateway CX2608 Notebook

Just about the same as iOS. Hold ya finger on the icon /s (one at a time). They will start wobbling, then keep ya finger on the app icon & move it around or screen to screen!
Keep ya finger on the till ya finished relocating it.
Once you have finished, press the on/button for a second, & the app icons should stop wobbling

does the tv have a degauss function in the menu

yup! of course you can. but sometimes, it also depends on the model but most of the time you can try it. go to the website of your laptop's brand then search for the online manual. or if you are still in warranty, call technical help. problems for hinges or wobbly screens are COVERED by warranty. im sure.

Sounds like you may have a faulty high voltage supply for you monitor. I assume its a CRT monitor and not an LCD model, you do not say.

Well, your best bet would be to tighten the screws in the hinges of the laptop screen. You can usually do this by removing the keyboard which will expose the screws. I hope that you find this helpful.

possibly leaky cap in power supply,look for a 1000mfd/16v cap in on near the b+ supply and also cold solder connections.

The problem is static and a high density. Try a magnet by the screen or if you have a magitizer on your monitor that might work. something by your monitor is making it wobble.
