I suspect a DMA issue here.
Check in the BIOS that you have automatic device recognition turned on.
Check that DMA is enabled while you are in there.
Make sure you are using an 80 way cable, 40 way can be way slower.
Check the extended settings on the relevant ide controller in the Device Manager.
Maybe divide the drive into smaller partitions will help to, Windows can spend time exploring the whole paddock otherwise.
