Check the cable coming from the power supply. If it is connected, you may need a new one or motherboard

Unfortunately, this means that power is getting to the power supply but it is not going from the Power Supply to the Motherboard/Devices. The power supply is broken and is not converting the power from the wall to the proper voltage for the Motherboard/Devices. You will have to replace teh power supply.
Call HP, and I hope you are in warranty and get it replaced for free or you can order the exact same one from HP that originally comes with that model. 1-800-HP-INVENT for their tech support line.

sounds like either the d/c conveter has died or the battery has died / nicad batteries do reverse voltage and cant be charged any longer, How old is the Battery? if its any older the 3yrs , you may need a new one!

To power off, press and hold the power button until machine turns off. Wait 15 sec before turning back on.
To correct the safemode:1. click on the windows button
2. (in the search for programs and files) type run
3. Click the icon that says "run", a new window will come up.
4. after open: type msconfig, click ok, a new window will appear.
5. click on the Boot tab (This is the second tab after General)
6. uncheck the safemode box.
7. reboot
If this does not work or the safemode box is not checked repeat steps 1-4, then click the button that says normal startup on the general tab.

POWER rules 1 and 2,
assuming the wall AC power is not dead. LOL
1:the power supply is bad,
2:or the guts inside the PC are shorted.
for #2 we do up to 14 tests. called the strip down test to find the shorted module inside.
if this is laptop gee not told.
remove the huge battery first now bad, as all are old, and see if PC runs on AC power pack
and you can do that for ever. BTW.
