Hi there. If you mean linking iPhone to iPad so that you can sync data between them then iCloud is an option to go. Just open Settings > iCloud > turn on the data you want to sync.

Im not sure what you mean by 'link'. Maybe you mean Sync?
If you are looking to Sync the two devices, you have to upload your data to icloud. Apple gives us all 5GB of free storage. I normally sync my Notes App, Contacts, Calendar, Reminders and a few other. You have to be using the same Apple ID on both devices.
Go to your Settings. Go to iCloud. turn on the apps you want to sync.
