My new Ipad won't turn on, I used it last night and then left it with the charger for the rest of the night, now I've tried to turn it on and it won't work. Any idea how to repair this? I think since it's working on the same OS as the iPhone then the usual solution for the iphone should work also here but I want to be sure before I do it.
Hold the on switch and menu button together for a hard reset. If you can reset it, there may be an issue with your motherboard. If apple doesn't replace it for you, You can get the board at iPad Repair and there is a guide
that shows you how to put in the part at Electronics
Repair Guide.
The reason may be that your iPad is no electricity. Your should charge. But you should notice that the iPad can't run off AC power alone so it has to charge the battery a certain amount before it'll turn on.
If not, Also - the charger can go bad on these things, and the cord can go bad. also, you may find aswer on this page. http://www.apple.com/support/ipad/

As soon as you connect your iPad to a working charger, it will beep. If you plug in the cable and you don't hear the beep, assume something is wrong. Just find out what, the cable or the charger.
Don't try to charge the iPad with a computer, because the 500 mA a USB connector from a computer can give, is not enough even to start.
But you can use a computer to test the cable, because the iPad should beep and say on the screen not charging.
If there is no beep when connecting to a computer, you have to use another cable. If it beeps, buy a new charger. 5 Volt 2 A. The best an Apple charger.

If your son cannot remember the passcode, you will need to restore your iPad using the computer you last synced your iPad with. Using the last computer you synced with allows you to reset your passcode and re-sync all your data, apps, etc.
To begin the process, connect the iPad to your computer using the USB cable or lightning cable. Open iTunes and select the restore option.
If you restore on another computer, you can still unlock the device and remove the passcode, but your data and apps will be wiped.
There are many things you might be doing wrong but slow battery charge is a problem with the new iPad. The battery is actually a lot bigger than the iPad 2 which means it is going to take you much longer to charge. Use the provided charger and don't charge from your computer. It is almost twice as slow to do it plugged into a computer. Charge it at night to give it the most time to charge as possible. I usually turn it off so programs don't run and slow down the charging speed. Every little bit helps. I can help you with other things too if you ask.
IPhone & iPad VPN has to be re-started every time you start it...why?
