The power to the OBD Port should be permanently live. Have you checked fuses? Have you had a battery disconnect recently which has caused the engine immobilizer to be activated.
Please to use a thermometer in the radiator after the engine has run about 10 minutes to test the actual temperature of the coolant.
You may also choose to put a piece of flat cardboard over half of the front of the radiator to see if that makes it heat up more.
The temperature should be about 180 degrees, unless you have added a 160 degree thermostat to the engine, in the which case the radiator temperature should be nearly 160 degrees.
If the radiator shows the proper temperature, perhaps the temperature gauge on the dashboard or the engine block sending unit is defective.

the Blower using a PWM transistor.

Stuck thermostat can be stuck open (which means engine never gets warm enough, which means heater blows cold and gas milage suffers and maybe check engine lite comes on) or can be stuck closed (which results in overheating). Newer cars have two temperature sensors, one which controls a dashboard display, and another which tells the computer how warm the engine is and the computer adjusts fuel mix. On most cars, it is simple to remove the thermostat and replace it. Once removed, you can inspect it using finger pressure to try to make it open. If at room temperature it is already stuck open, replace it. If it is closed, you can put it in a pan of water (not one you ever use for cooking!) and heat it to 180-195 degrees to see if it opens. BEWARE - some cheap parts store replacement units are of poor quality. As cheap as this part is, use the best you can buy - maybe even from the dealer. Good luck.
Could be a faulty thermostat. Take a piece of cardbourd and cut it so you can put it in front of the radiator and fix it so it will stay there. Drive the car and watch your temperature gauge to see if it warms up faster but be careful as to not let it overheat. If it starts to heat up cut a 1/4 of the cardboard so a little more of the radiator shows then watch the temperature gauge. Leave it there for the winter then take it out. That is the cheapest remedy when it is cold. I take it when your heater blows it is not not every warm is that correct?
