Neither the broiler nor the bake (bottom)element heat up..
I doubt that fuse is used for the heating element. If you can unplug the element in the oven, an ohmmeter should show you if it has opened up (burned out) on you. Turn off the 220 breaker in the breaker box before doing this even though there should be no voltage with the controls turned off. (There usually will still be 110 to the top of the unit.)

Did you check the breaker? There should be a 220 V breaker for just the oven/stove. Sometimes it will kick off and it won't be obvious if it doesn't kick clearly to the center. Slide it all the way to the Off position, then slide to the On position.
The controller switch could be bad too, or mice/cats/roaches could have chewed through the wiring to the controllers.
A VOM set to 500 VAC could tell you whether you're getting voltage to the contacts.. connect then turn the oven on.. dangerous stuff if you don't normally do such.
