The reverse will stick over time due to lack of lubrication and not being used very often. I would recommend finding a tech and having it serviced. Most of these problems are cleared when the machine is being serviced.
If it is an older mechanical machine, the machine is most likely seizing due to lack of oil. While it is in its current condition, it is best to not further stress the motor by forcing it to move parts that are seizing. Doing so could eventually damage the motor.
This is a technique I have used successfully on older seized machines.
Have you taken out the plate over the feed dogs, and cleaned it out and also cleaned out bobbin area. Some times thread gets jammed her, and stops te wheel from turning
FWIW, there is a stand-alone bobbin winder called "Sidewinder" avlb at JoAnn's or Amazon for ~$30. It's a handy little gadget that lets you wind multiple bobbins without unthreading the machine--also saves wear n tear on your machine.
