You can set up the clock on a Panasonic OmniVision VCR without a remote controller by using the buttons on the front panel of the VCR. The process may vary depending on the specific model of your VCR, but in general, the steps are as follows:
Press the "Menu" button on the front panel of the VCR.
Use the "Channel Up" and "Channel Down" buttons to navigate to the "Clock" option and press the "Enter" button.
Use the "Rewind" and "Fast Forward" buttons to set the hour and press "Enter"
Use the "Rewind" and "Fast Forward" buttons to set the minutes and press "Enter"
Press the "Menu" button again to exit the clock-setting menu.
I suggest you run through the set up procedures for your DVR, just as if it is a new installation. Among other steps you will need to reset the time (reset the clock.)
This could be down to one single component, a swollen looking capacitor. Normally 630uF capacitor on the power/digital board, located under the rear of the Ram drive.

If I have got the right machine than F09 is an electrical fault. If It is a K Deck model (you need to check) then it means: No serial clock linking IC2004, IC7005 and IC7701.
If you go into the menu you should see clock setting,there will be manual or auto,set to auto and the clock will set its self,even if the vcr is turned off.
