Can someone identify the part number of IC 651 and Q654 in my 2407WFPb Dell Monitor?

Why are people giving their opinions rather then answering the question? My monitor just died and I need to replace the main power filter cap and transistor Q654, I need the part number for transistor Q654 as I think the OP does as well.

Screen horizondally pulled right side and screen rolled to left side

hi,
your monitors horizontal deflection side have some problem. you have to check the horizontal width cotrolling transistor mounded on the aluminum heatsik near the lot( line output transistor). also check the three mosfets which adjust the width for different resolutions. there are three such mosfets in the horizontal section.

fist of all replace the width controlling transistor in the heat sink. photo of mosfet and transistor is added for reference. not the exact number.

INEED NO. OF OUTPUT HORIZONTAL LINE TRANSISTOR

If you mean 'flyback' or 'horizontal output transformer' and have the part number available, try one of the sources here:
Flyback links
If you do not have the number you may have to search Viewsonic's website to loacte it.
Warning; the number of suppliers for CRT monitor parts is shrinking rapidly, my best supplier, ICM in California is long gone.

Part no. for a Transistor 27611 637205

I was looking for the same part and discovered that it is an AP2761I (capital i not one at the end). Documentation on it can be found at http://doc.chipfind.ru/a-power/ap2761ia.htm.

I haven't yet found a supplier as, in this Dell E153FPf 15" LCD monitor, neighbouring components R856, C856 and R861 are so burnt out that I don't know what values to replace them with. If in return you could tell me the values of components near your AP2761i-A, I would appreciate it.

No power

That ticking is from the power supply section of the monitor. It means there is a short circuit somewhere in the unit. Usually this is a part called the horizontal output transistor, which is mounted on a metal heat sink somewhere on the circuit board. It is possible to repair by replacing the transistor with the same part number (the number is on the transistor). Sometimes other parts are bad too, though, so the repair could be more difficult than that.
