I have a 2002 F-150 with the 4.6L V8 and it was doing the exact same thing and when I hooked up my Code reader, it gave the error code for the EPC solenoid. Unfortunately 95 was before they came out with OBD II so there's no real way of knowing for sure, but that's probably where I would start since they're not that expensive to replace.
