Something is causing Windows not to start up. The computer is restarting, and the loss of the signal to the monitor is why the monitor shows you that "no signal" message. You can try selecting the option to start using the last known good configuration and see if Windows starts up that way.
This problem might be due to either hardware or software. I've seen bad memory and bad system boards both cause this, as well as corrupted Windows installations (often the result of a virus or other malware infection). If you don't have any data you care about on the computer, you can try restoring the computer or reinstalling WIndows. This will quickly tell you if it's the hardware.
you mentioned monitor. this is a laptop right? so monitor is the lcd correct? now when you turned on the laptop and sees dell logo it means display is ok. after windows logo or after you type in your password display goes black? try startup repair first. using the windows media.
the problem was the y-sus board, i had a local tv repair shop diagnos that much for me. although, he couldn't fix it i did some research and found a company in california, itritek.com, who could. you send him the y-sus board and the two buffer boards and he not only repairs them but he upgrades them. apparently the y-sus board gets too much heat and eventually goes out, sometimes the buffer boards are affected too. itritek.com replaces the components on the y-sus board with better parts which are more heat resistent. i believe this will help you with your problem. let me know...good luck.
