Why does condenser have a dual capacitor and a single capacitor in the same unit?

Hard to say exactly, but most heavy duty electric motors have a start capacitor as well as a run capacitor. There may also be an overload protector you are confusing with a condensor.

How do you fix the clock display

No or dim display? You can replace the clock at about $160.00, or Check for a burned capacitor on the clock board, The likely culprit is labeled C3 on the board, its a 35 Volt 68 mF capacitor that needs to be replaced with a high temp (105 degree C) capacitor . Any capacitor that shows signs of discoloration and or leakage should be replaced with the same value but high temp. component. You can use regular capacitors of near equal values in a pinch but find the good ones of the correct values for a long term fix.

Fan not turning

Check fan capacitor,disconnect capacitor and measure it with ohm meter,put value on ohm meter ohm x100 or more,measure capacitor
it must show some value but it will be very fast,if there is no value change a capacitor,a new must have same parameters(values) as old
e.g. 80 micro F,220(110,380)V.Note a wire which was on capacitor.
If not capacitor,check fan motor,also with ohm meter,measure all wire for each other,ohm meter must show some value,e.g. 25 ohm.
DISCONNECT air conditioner FROM ELECTRIC POWER WHEN YOU WORK THIS,AND BEFORE MEASURING CAPACITOR SHORT CUT IT WITH A ISOLATED SCREWDRIVER!

However, if it is the ORIGINAL motor, check the dual run capacitor for proper microferrad value. It may be that it is swelled up on top and that is a direct indication it is a fouled capacitor. If the top is not pregnant or swelled, and it still looks like the top of a soda pop can, you will need a microferrad meter.
Disconnect ALL power to the condensing unit. If in doubt, kill the power to home. Remove 1 wire from the capacitor, the brown one or the one that is marked "FAN" and set your meter to Mfd, measure with your leads the value between the COMMON and FAN terminals. They should be within 6% of the rating on the capacitor. There is no rule of thumb here, you must know the correct value and see if it is equal or within the 6%. If it is under the 6%, you will need to replace the DUAL RUN CAPACITOR. No question, because it is a dual run cap, it controls the Compressor also. Best to change the whole capacitor with that of equal value.
