What does the display say? the shaft has an optic sensor. if the shaft pins or the sensor board are broken, it'll say sensor error. if the torque springs are broken, replace the shaft.

Some brands may have been OEM manufactured under another name or use identical parts. Check for user forums on your maker and brand.
When you reach in the bottom of the unit with the bread pan installed is there resistance felt as you move the kneading paddle in either direction? Yes = Motor problem No = belt or kneading paddle problem. (Since this a twin paddle machine they both must move at the same time)
Hi, The sealed bearing that the paddle shaft fits through is frozen and has failed. You could try filling the pan 1/2 way with hot water for a few times to see if it turns but otherwise a new bread pan is needed. Hank
Hi, The paddle should turn freely by hand with the bread pan out of the machine. Make sure the pan is inserted in the machine correctly. If the motor shaft turns but the paddle doesn't then the sealed bearing that the paddle rotates on has failed and is frozen so the paddle does not turn.. You may need a new bread pan. Hank
An informationl note about Black and Decker products is that there are replacement parts for anything they make as long as they have no discontinued the model number. Once the model number is discontinued they have aftermarket replacement parts for 5 years only.

If the paddle doesn't have the power to knead, you're probably losing torque at one or more of several points: 1) Where the paddle attaches to the shaft (is there evidence of slippage/wear in the paddle socket?), 2) Where the shaft goes through the pan (possible friction point - presumably this is what you oiled) 3) The belt might be slipping, either due to friction in the shaft, or because the belt is worn and loose.
You need to determine if the shaft is sticking, and if it's because it's bent (fairly unlikely) or if there's something fouling it. You'll need to isolate and fix that first. If you can rotate the shaft freely, then we look at (1) and (3) above - these are simple parts replacements, but the shaft would be more involved.
Belts are getting tough to find - if you can provide specs/measurements, I'm going to start contacting a small-run manufacturer to see about making some new belts, as I'm seeing multiple online requests for belt parts. If you happen to have a broken one, I'd like to get one as a sample to send to a manufacturer.
