Just follow the installation directions, assuming it is compatible with your iOS

connect to WiFi.
Tap General>Network>VPN>

you can try these settings I've used before:
Add VPN Connection. chose PPTP.
Give it a name under description.
Encryption Level:Auto
Send all traffic: ON
Proxy: Off
RSA SecurID: OFF

Here's the part that differs from the VPN I personally set up.
Server: enter the IP address of the VPN Server. this is specific to you, as to what server you want.

Account: Enter username and password to log in. If this VPN is for school, it would be your school username and school password you normally use.

The VPN at my school worked when I connected to their wifi and then turned on the VPN. for added information.

1 Tap the "Settings" icon.

2 Select the "General" option.

3 Tap the "Network" button.

4 Select the "VPN" option.

5 Select the "Add VPN Configuration" button.

6 Select the tab that corresponds to the type of VPN network you are trying to connect to. You can select "L2TP," "PPTP" and "IPSec."

7 Enter a description of the VPN" in the "Description" field. Enter the IP address of the VPN in the "Server" field and enter your VPN user name in the "Account" field. If you use a password to access the VPN, enter your case-sensitive password in the "Password" field.

8 Tap the "Save" button located in the upper right corner to save your VPN settings.

9 Move the switch located to the right of "VPN" to the "On" position. Your iPod will automatically connect to the VPN network.

go to your browser, type your gateway ip and go to the router settings. In advance routing, there is a dropdown menu there where you can change the router setting to either gateway or router. Click and choose router.
