Hi, This is not always a problem with the monitor. It could also be caused by a faulty display card in your computer. Try plugging your monitor into a working computer to determine where the problem lies.
it looks like the Inverter's gone in your screen, it works like a starter in a florescent tube, it 'kick starts' your screen to come on. Turning it on/off many times eventually 'kick starts' your screen and makes it come on eventually.
Usually that means you have ther refresh rate up too high. display properties - settings pick the secondary display and go to advanced- monitor -choose a lower setting ( most TV won't do better than 60Hertz
