I would change the belt first. Power steering is required for all turning but does get a little more usage during hard turns. You will want to check the fluid levels of the power steering pump as well.

Stiff stearing weel

some common causes of steering wheel problems:

1. leak in your power steering liquid. check your power steering liquid reservoir if its still on the recommended level. if not, have your power steering assembly serviced.
2. busted ball joints. ball joints are located in the wheel axel, right behind your front wheels. this needs immediate attention to avoid further damages to your car.

Can not remove the plate the steering weel sits on

Get under the dash and look at the back. You will see a big nut on the rotary part where the cable feeds into the steering system. Loosen that nut all the way. With the nut loose you can turn your steering wheel until the cable comes out. Then you can remove the steering wheel and the three bolts holding it on.

Is a noise wen i turn the weel all the way

Check the level of power steering fluid in the reservoir, there should be a dipstick for that. Make sure its within the specified amount. If its not try adding some. Also there could be air in the power steering system, and if you had the fluid changed somewhere i would reccomend bringing it back to them and having them bleed the system.
