Its going to take more than knowing how to read the meter..Also a plasma TV has a lot more places where higher voltages are present and they are a little more dangerous to work on if you don't know what your doing...you can test the various voltages on the plug legends but unless you know what each means its going to be hard to fix the set and a plasma has way more boards than a LCD or LED TV. I would purchase a new TV

How many blinks you get, Panasonic has a diagnostic blink code to help with troubleshooting, it might indicate an issue with the internal supply, SC cards or main A module.
I also had the 7 blinking lights and no picture on my TCP55GT30 16 month old TV. The diagnositics show a bad SC board. Panisonic will cover the cost of the board only. The $350 labor charge is mine to eat. I spoke to Panisonic and they basically don't care. They know they have a problem but aren't willing to accept it and recall the boards or cover the total repair cost. So for me I think the cost (25% of the total cost of the TV) on top of what I already paid for the TV is rediculous. This was supposed to be a state of the art, top quality TV, which it obviously is not. My $300 Emerson flat screen, 4 yr old TV work just fine. I wil never buy another Panisonic product in my life time. I understand that things go wrong with anything, but the difference is how the company handles the problem. Oh yeah, my brothers did the same thing at 12 months. Real quality.
It sounds like ze power supply blew when it was being turned off. This seems to be typical of plasmas. Bad power supplys wont let the tv come on and will result in no lights coming on. Since there R no lights coming on, I would suspect the power supply first, followed by the power control board,. and circuit board. It may cost anywhere from $250 to $500 to fix.
