Sounds like you only have power going to your motherboard.

The power supply might be bad on it, that or maybe the power cord is going bad and is only letting a small amount go through. I don't see why there should be a problem if you have even a little bit of power going though.

for the CD Drive need to open device manager and check

what brand and model you have for dell used 2 DVD drives
sony and teac

use the correct firmware on drive, if not the drive will be killed.
if unsure open case and look for name/model on sticker of drive

Make sure you select your model laptop, better still, type in the Service Tag number, it is printed on the label on the bottom of the laptop.
