No, that card is not compatible with Windows 98 or Windows 98 SE (Second Edition). It is only compatible with Windows 2000/XP/XPx64/MCE.

Compatibility meaning there are no drivers available for Windows 98/98SE.

Make sure that the video card is compatible with the operating system. Also make sure that all peripherals attached to the computer have been fully updated along with any other device are software. Best options is to check your computer with the manufacture website for full update.

When i start Axis and Allies the screen flashes for about 15 seconds and then an error screen comes up that says that "the game tried to turn the resolution to 1024/768 but couldn't so it changed it back...

When I try to play Axis and Allies cd-rom '98 it's like the screen is too small for the game because there is no buttons or anything that allows me to end my turn. My monitor is pretty big too.

Inno 3d Fx 5500 video card problem

Just so yo don't void your warranty send it back for repairs or at least talk to someone at the computer manufacturers website. Many of the websites have a chat so you can talk to them immediately. It can't be anything else that I could think of except your video card. Double check the video card type in Device manager.
