Boot it into safe mode, and disable startup items, aswell as services within the msconfig window.
for most computers, you turn it on, and continue pressing F8 then the pc wil load, and if done correctly another screen will come up with multiple boot options, select either Repair, or simply go to Safe Mode, and once into safe mode, do the following...
Windows key + R > and this wil bring up a window called Run
then in that windows type: msconfig
within the msconfig window go to the services tab, and on the bottom check "Hide Microsoft services" and disable all startup services, next go to the following Startup tab.. and disable everything. now reboot your pc.
if you are able to boot now, then you have a problem with your os and you need to take it to an IT.
hope this helps

1. Try to boot your computer in Safe mode and run a full system virus scan with your anti-virus software, this may fix the problem. The system will boot in safe mode only if its not a major damage to the file. If the system is not booting in safe mode, then perform system restore. Click start>all programs>Accessories>System tools>System Restore. Restore computer to a date where it was working fine.
2. In case the system refuses to boot up at all, then it is recommended to run a repair setup of windows Xp. To run repair setup, boot the computer with Windows Xp bootable CD and on installation screen, press R for repair setup. depending on where you purchased your laptop from, you could probably initiate the built in recovery using the F10 or F11
or hold ctrl alt and F9?
If this doesnt work then you will require a WIN VISTA CD, AMDN MAYBE USE THE repair OPTION?
