I assume you have already tried using the buttons on the side of the TV to adjust it? I would just do a factory reset on it. Enter the TV main menu. Select factory reset to return the TV Menu settings to the factory default values. If this does not fix it unplug to TV for 45min to do a complete hard reset.

If it's a new TV, then it might just be as high as it goes. A lot of HDTVs don't come with great speakers due to the small flat feature of the TV not allowing anything better.

You will have to get external speakers for the TV to experience better sound.

I've personally heard that sound bar and they are surprisingly loud and hardly take up any room at all.

Well . your phone may be in silent profile. Change it to general profile and check

HI check the menu setings under the sound menu. there may be a power on volume setting in there

you probably have a fault on the stand by power board.
this normally requires soldering and maybe some componet changes. This is not a job for the unskilled. best carried out by a service engineer(shock hazard)

when i turn on my tv the light turns orange green for a few seconds.

the simple thing to do is get an amp.
sounds weird right
the amp will allow u to vary a fraction of that vol at 1. so u could have .5 of 1 with the vol on the amp

Tried double click the speaker icon in System Tray and maxed out the "Wave"? Then increase the Master Volume.

If all the voltages measure normal, the failure could be in the LCD's inverter board. I've checked the schematic and it seems like the 16 volts could be a bit higher, check the electrolytic capacitors filtering the voltage for the inverter board.
