Did you try the volume on the TV its self not useing the remote? If it dont work on the TV button its self than it needs replaced. Try a local repair shop and get an estimate over the phone.

If for any reason this does not work remove the battery cover from the remote. You should see on there ''REV 4,6,8 you may have an older remote in which case you will need to get a different REV remote.

I would start by trying other codes on the universal remote. Sometimes codes will only work part of the remote such as the numbers or channels but not volume. Your motorola cable remote sounds like it may only need a good cleaning. sometimes when you take remotes apart it will look like somthing got spilt in it. I would start there first.
