The sound will come on very low and then after a period of time it will "pop" back to normal. Some times it will go very low and again, after a period of time, will pop back to normal. It's not distorted, just very low volume.
Is there a PC board with the amp on it that needs to be replaced?

The flashing power light on those Toshibas is usually caused by capacitors on the power board having failed solder connections. I have fixed them before by removing the power board and resoldering the capacitors. If you have experience with soldering and electronics it is an easy repair. Most shops will recommend replacing the entire board since their labor to repair it would probably cost more. Toshiba put out a service bulletin on this issue which a good technician should be aware of. (If memory serves the capacitors are C109 and C110. Since your TV still turns on you probably haven't blown fuse F860 which often blows when these capacitors act up.)

OK. I dont know the answer to your prob, but to let you konw that youre not in this alone, my amp used to occasionly lose considerable volume in one channel. this could be remedied by cracking the volume up to max for a half second or so. (Not a great solution!!) It has finally given up the ghost ...I have lost one channel and the doctor says it wont come back. Not only this but they claim that spares ceased to be sold back in the 90's. having said this I have enjoyed this amp for almost 20 years. I think its time to put it to pasture.
