I've tried adjustments on the powered speaker's dials such as; the "sub" button; adjusting it as I push the "sub" jack in and out of its plug at the back of this same speaker. It has four buttons: On/off vol., center, surround and sub. That's all that I've tried so far. It acts as if it has a short in the circuitry some place.

Have you set the computer up for 4.1 speakers in the audio software? Go to start control panel and click on sound's speech and audio device's, then click on sound's and audio device's. A window should pop up with a load of menus at the top, click on the one that says volume. Where it says speaker settings click on the advanced button. Click on the menus until the picture lookslike your system you have.

It sounds more like the power supply is at fault (a filter capacitor dried up), but it'll take an oscilloscope to verify that - take it to a TV repair shop (if you can find one) or find a ham radio operator who still has test equipment. (If it happens even from an iPod, it'll be easy to troubleshoot, since the person doing it can use any audio source to cause the problem.)
