The numbered dials on the telescopic sight? They are for adjusting the point of impact, a dial for Elevation and a dial for Windage (left/right).

Right click the Rise of Nations display icon, go to 'Properties' and go to 'open file location'.

Look for a '.ini' file called 'Rise2' - double click it to open it up.
You will see this about mid way through the list that then pops up:
ForceHardwareCursor=0
ForceGDICursor=0
ForceBWCursor=0
ForceStaticCursor=0
change all of the 0's into 1 - then go to file, save. This should fix any issues you have with the mouse not working properly.

for a mac laptop the answer is command M for PC i believe is alt tab to maximize and minimize

the game may purposely do this, or for some reason it isn't loading properly. i have had things like this happen.
