The camera only says please turn off and then turn on again, when something serious is wrong. Could be a mechanical problem. like a lens that got stuck, but also when the camera can't access the memory. Please don't hurt your camera. Only when you know why and how to tap, it could help. But just tapping won't solve anything.
If the lens is really stuck, and you don't know what caused this, probably you can't solve this. When inside something broke, you can't solve this. Did you try to remove the battery for a little while and replacing it. Sometimes it can reset and forget a sensor is telling something is wrong. But really, if nothing helps, you only can get advice in a repair shop or with Panasonic.
Hi there please follow the steps and let me know the result.
1. Ensure batteries are fully charged & clean the battery connector point in side the battery compartment.
2. Look carefully between the lens and the camera body for any sand, dirt or any damaged etc.
3. Try turning the camera with the lens facing down and shake to dislodge anything stuck
4. Try removing batteries and memory card, wait 5 minutes and refit the battery only.
5. Now turn on camera( with out card ) and see ,if working then fix the memory card & again turn on the camera. If working then fine .
Otherwise format the memory card and fix back in camera again & try. Make sure before format the memory card take a
back up all photos in your computer then format. If no luck then reset or restore the camera setting by pressing Menu key for 2 sec ..
in not done the press both Menu & self time key for 2 - 4 sec.

Hi there i like to inform you that its a lens guide pin problem. It is damaged or out of lens guide line. Thats why its stuck. The solution is only replacing the lens. But before that if you want to take a risk then on the camera and give a twist on the lens. Be careful. not much twist, just little. After that turn off / on the camera. If its working then fine. Other wise only the solution is contact with the service center and replace the lens.i am sure your camera lens position like a below mentioned picture.. before all this try to follow those step for luck.

Button stuck down!
Try removing the battery to see if lack of power will return the button.
If that fails take it back to the seller under warranty terms.
Defective mechanism, a stucked mechanism is present. camcorder are smart it can detects error and shuts down itself for safety. earlier models dominoes the defect if the user is not quick enough to react when something goes wrong with the camera. you need professional service to fix it.
have you tried plugging it to the wall AC?
Use a reset button if there is one. Leave the camera with batteries out for a day or two. If nothing seems to have an effect take it to a repair shop to get a repair estimate, see if it's worth it.
Good luck!
