I have apex ld3249 lcd tv I am trying to hook up a surround sound speaker set to it and will not work, I can get it to work on my sanyo though.on my other tv you have to turn internal speakers off for the external speakers to work, do I need to do this with my apex somehow too?

Not entirely sure what the problem is. You should have Two RCA outputs (left and right) from the TV. These plug into the surround decoder, it decodes the dolby and provides 4 or more outputs for speakers. If I have misunderstood you then please comment before rating badly

I would borrow a set of external speakers to see if I could get sound from the sound circuit at all, if not, then it sounds like the repair shop.

This depends on whether you have digital cable box or not. If you have a Digi Cable Box look for the red/white RCA output and connect this via RCA cable to the Red/White Audio input on your surround.
If just Basic Cable look for a red/white audio output on the back of your televison. connect this to the Red/white in on your surround. Could be called tv in or auxillary.

Id say you DO NEED to adjust your TVs audio settings.
