Hi Mine is a iPhone 3GS 16gb it will not charge nor turn on when I hold down the on off button nothing happens but when I plug in the charger and hold the on off button it shows the charging sign which stays on red regardless of how long I charge the phone for it still stays on the red I have put in a new battery too but still no luck the phone is jailbroken by the way any ideas please

Sounds like you have at least a broken battery. Apple should give you a replacement. If you're out warranty, you can try to open it and replace battery. If that fails you need a new logic board.
